When the Q-Switch is off (closed), there is no power whatsoever being transmitted from the laser.  However, this applies only if the Q-switch is not operated beyond its current rating.  With each shipment shipped, we provide a sheet that indicates output power at various current levels.  The user should not push the system beyond its maximum current rating.
